摘    要:航道安全评估涉及船舶性能、航道地形环境、航道自然因素以及助航设施等众多因素,特别是港口码头的不断建设、船舶流量的不断增加,使得航道的动态安全评估更显困难.为解决该问题,选用物元分析模型,构建了通航安全评价指标体系,量化评估不同阶段、不同条件下,洋山深水港进出口航道DA段的通航安全性.定量结果得到了船舶驾引人员的较高认同.实践证明该方法运用在海运领域具有一定的创新性和实用性,可作为航道安全论证的基本评估工具之一.

Abstract:Fairway safety assessment requires data on multiple parameters of ship performance,terrain factors,the fairway environment,navigation aids,and so on.Given the continuous constructions of port terminals and increased ship traffic it is increasingly difficult for even trained individuals to make accurate dynamic safety assessments of fairways.To solve this issue,we used the Matter-Elements model to construct an index system for navigational safety assessment.We then applied it to quantitatively evaluate the degree of safety for the approach fairway of Yangshan's deep-water port,in Shanghai.We tested under different conditions and at various stages.The quantitative results were praised by officers and pilots.This technique is innovative and practical and should be one of the basic assessment tools for fairway safety certification.
