| 摘 要： | 合理低价中标既是国际通行的作法,又是我国招投标的法律规定.它是一种理论上最优,实际中可操作的建设工程招标方法,其前提是经得起评审,不得低于成本价的合理低价.面对政策导向、制度变革趋势和市场发展趋势,研究合理低价中标法具有十分重要的理论和现实意义.对合理低价的内涵、作用及推行中存在的误区进行了阐述,着重论述应如何引导施工企业以合理低价竞标.通过实例分析说明,应鼓励投标人通过技术工艺更新、优化设计及施工组织方案、建立施工企业自己的内部定额、建立良好的企业信誉、强化企业内部管理等一系列做法,真正节约工程成本,降低投标报价,以合理的低价去竞标,有效推进建筑市场的健康发展.

| Abstract: | The bidding approach of rational low quoted price is commonly and internationally used in practice.It also accords with the Bid Law of China.Therefore,it is of theoretical and practical significance to investigate the bidding approach of rational low quoted price for construction enterprises.This paper illustrates how to lead construction enterprises to the bidding approach at rational low quoted price in practice.The bidders are encouraged to bid at rational low quoted price by taking such measures as technology innovation,design and construction optimization,enterprise management improvement,etc.so as to reduce the engineering costs and minimize the bidding quoted price. |
