安徽省旱情监测预警综合平台研究与建设

摘    要:动态监测区域旱情发展变化过程,及时有效甄别旱情等级严重区域对有效降低旱灾损失至关重要。针对安徽省水利厅旱灾防御业务工作中的核心业务需求,采用成熟的 SOA 架构,集成 B/S 和 C/S 结构优势,设计完成安徽省旱情监测预警综合平台架构。融入具有自主知识产权的基于下垫面的旱情综合监测评估技术,开发安徽省旱情监测预警综合平台,并在安徽省水利厅进行应用部署。在 2019 年安徽省特大干旱期间,综合平台准确性、实用性、可操作性得到充分验证,业务化应用表明该综合平台可为防旱抗旱业务工作提供强有力的技术支撑。

Abstract:The economic losses which caused by drought disaster should not be ignored over China. In order to mitigate the drought impacts, it is crucial to timely identify the drought severity and keep an eye on the expanding process of drought. This study is intended to design the structure of drought monitoring and early warning integrated platform (DMEWIP) and develop the DMEWIP which should be used to solve the key operational requirements (Where are droughts held? How severe is drought really? What is duration of drought? What to do to face the drought and relieve the drought impacts?). The structure of DMEWIP, which integrates advantages of Browser/Server and Client/Server, is designed based on the service-oriented architecture. The core technology of comprehensive drought monitoring based on the underlying surface conditions is applied to this platform to improve the effificiency and accuracy rating of drought monitoring. The DMEWIP has been deployed and applied in Water Resources Department of Anhui Province. Anhui Province suffered severe drought in 2019, results of application indicated that the DMEWIP had strong practicability and maneuverability. This platform can offer powerful technical supports for drought mitigation, preparedness and management.
