摘    要:在假设已经建立排污权交易制度的条件下,建立了燃料消耗与污染排放双目标优化模型来解决电力系统环境经济调度问题。在使用连续线性规划处理目标函数和传统约束条件的同时,考虑总量控制约束和机组排放指标受限约束。根据福建省在运行机组的历史数据,拟合燃料耗量函数和污染排放函数曲线。通过讨论不同情形下的发电燃料消耗量与污染排放量,证明了排污权的充分交易能够在降低燃料消耗量的同时,减小污染排放量。

Abstract:This paper mainly deals with the issue of environmental and economical power dispatch by building a double-objective optimization model of fuel consumption and pollutant emission on the supposition that emissions trading system has already been established.While implementing the successive linear programming object function and traditional constraints,the current study also considers constraints of total amount control and emission of the generating set.The previous record of the generating sets in operation in Fujian province are used in the analysis of the fuel consumption and pollutant emission in different circumstances by fitting the function of fuel consumptions and the function curve of pollutant emissions,which proves that the sufficient emissions trading can reduce not only the fuel consumption,but also the pollutant emission.
