海外项目属地化水平评价应用研究

为帮助国际工程承包商找出项目属地化的短板,促进承包商在项目所在地长期稳定发展,在全面梳理海外项目属地化的定义及内容的基础上,从经营管理、资本运营、人员、文化、营销、采购、技术标准、社会责任8个方面选择26项指标,构建海外项目属地化水平评价指标体系,以AHP与模糊综合评价法为基础进行评价,并应用于某大型海外铁路项目,较好地反映了该项目属地化水平的现状,为海外项目属地化水平评价的实践工作提供经验借鉴。

Localization Level Evaluation and Its Application in Overseas Projects

In order to help international contractors to find the weakness of localization in projects to promote contractors development consistently and steadily in the project location, 26 indicators from 8 aspects in management,capital operation,labor, culture,marketing,purchasing,technical standards and social responsibility are chosen to build an overseas project localization level evaluation index system based on summarizing the definition and contents of overseas project localization comprehensively. Evaluate the localization level based on AHP and fuzzy comprehensive evaluation method,the model reflects the current situation well of the localization level in the project,and provides reliable experience for practical work of localization level evaluation in overseas projects.
