| 摘 要： | 公众参与是PPP项目成功的重要支撑。基于委托代理理论,结合PPP项目全寿命周期运行特点,以立项决策、竣工验收和运营为重点阶段,探讨公众参与的主体、内容和方式等要素,建立PPP项目公众参与的框架性机制,并提出保障性建议,以供参考。

| Abstract: | Public participation is an important support for the success of PPP project. The paper takes the stages of decision making,completion acceptance and operation as the key stage of public participation by combining the characteristics of PPP project life cycle based on principal-agent theory,analyzes the subject,content and way of public participation,establishes the mechanism and framework of public participation in PPP project,proposes protection recommendations to provide reference for public participation in PPP project. |
