建筑质量安全政府监督改革研究

通过案例分析梳理我国建筑质量安全政府监督不力的表现并解析其原因,进而从住建部门注重自身风险的控制、与直属企业脱钩、进行执法改革、完善诚信立法、修正建筑质量和城乡规划立法等角度,提出改革建筑质量安全政府监督的建议,为我国建筑质量安全政府监督的改革提供参考。

Research on Reform of Government Supervision on Construction Quality and Safety

Through the case analysis,the paper combs the performance of ineffective quality and safety supervision by government in Chinese construction industry and analyzes the causes. Then,proposes suggestions from the perspective of the housing and construction department paying attention to risk control of themselves, decoupling with enterprises that directly under themselves,carrying law enforcement reform,perfecting integrity legislation,and doing amendment of legislation from construction quality and urban and rural planning,provides reference for reform of government supervision on construction quality and safety.
