耕地和基本农田保护状况与对策建议

土地资源是经济社会可持续发展的战略基础和根本保障,耕地资源更是维系人民生存的基本前提.深圳作为一个土地资源紧缺的城市,更要科学规划、合理利用、有效保护耕地资源.为全面查清耕地和基本农田的保护和利用状况,以深圳市宝安区为例,选取两个年度的基本农田试点区成果作为研究对象,通过现状情况调查,建立耕地和基本农田数据库,并参照生态控制线、土地利用总体规划等分析基本农田的数量、空间分布和保护状况.研究结果表明：与2004年基本农田试点区成果相比,2007年基本农田试点区成果面积更大,更为集中在基本生态控制线内,更符合土地利用总体规划要求.

Analysis of the arable land and basic farmland protection and the countermeasures

Land is the strategic foundation and the fundamental guarantee for sustainable economic and social development. Arable land is the basic premise of maintaining the survival of the people. Shenzhen as a city of land resources scarcity urgently needs scientific planning, rational use, effective protection of arable land. To fully find out the conservation and utilization of arable land and basic farmland, this paper selects two year＇s basic farmland experimental data in Bao＇an District of Shenzhen as the torgetted object. Through current situation investigation and establishment of the arable land and basic farmland database can analysis the statistical magnitude, spatial distribution and protection status with reference to ecological line, general land use planning, etc. The results show that： Compared with the 2004 basic farmland experimental data, area of the 2007 data is larger and more concentrated in the basic ecological control lines, more in line with the overall land use planning requirements.
