摘    要:在设计区域电力市场的竞价模式和规则时,必须考虑资源优化配置与资源公平配置的有效协调,坚持做到公开、公正、公平的“三公”原则,努力实现各方利益的平衡协调,同时还要充分考虑如何保证电网的安全稳定运行,努力实现市场交易与电网调度的有效配合。基于上述理念,文中深入分析研究了影响中国区域电力市场竞价机制的因素、区域电力市场竞价的目标模式选择、区域电力市场竞价交易模型与竞价交易机理及水电参与市场竞价的模式,提出了兼顾电网调度、电网安全稳定运行与市场交易相协调的区域电力市场竞价交易模型及电网安全校核机制。

Abstract:When designing the transaction model and regulation of the regional electricity market, it should consider the effective coordination between optimal and equitable allocation of resources, and hold firmly to the three general rules of "openness, justness, fairness", as well as try hard to realize the benefit balance and coordination of each part. Moreover, sufficient consideration should be put into how to guarantee the secure and stable operation of power system, and trying hard to realize the effective cooperation between market transactions and power system dispatching. Based on above ideas, this paper analyzes and studies factors influencing the bidding mechanism of China's regional electricity market, the objective mode selection of regional electricity market transaction, the transaction model and mechanism of regional electricity market, and the mode for hydroelectricity participants to participate in the market transactions. At last, a transaction model and power system security checking mechanism considering coordination among power system dispatching, power system secure operation and market transaction are proposed.
