浙江新一轮流域规划及河流治理的思考

长江经济带的开发建设需从宏观层面上做好水利规划工作。为此,在上一轮流域规划制定及落实的基础上,浙江省开展了新一轮流域规划工作。新一轮的规划更加注重浙江省主体功能区划要求,注重流域开发利用与保护的宏观布局。新一轮流域规划以国务院批复的浙江省主体功能区规划为战略性基础,提出了优化开发区域、重点开发区域、限制开发区域、禁止开发区域的功能要求,明确了不同河流河段治理开发和保护的功能定位及其目标任务,制定了水资源开发利用指标以及水生态环境保护措施。对浙江省流域规划进行了宏观的介绍,以期在长江经济带建设中推进浙江省水利环保事业发展。

Consideration on new round basin planning and river harnessing of Zhejiang Province

The development and construction of Yangtze River Economic Zone requires a good job in macro water conservancy planning. Therefore, on the basis of last round basin planning and implementation condition, Zhejiang Province carries out new basin planning. In the new planning, more attention is paid to the demand of development priority zone planning and macro arrangement of the basin development-utilization and protection. Strategically based on the development priority zone planning of Zhejiang approved by the State Council, the new plan puts forward the functional demands of optimized development zones, key development zones, limited development zones and forbidden development zones, determines the functional orientation, tasks and targets of development and protection for various river reaches, formulates the development and utilization indexes of water resources and protection measures of water ecological environment. This paper draws an outline of the basin planning of Zhejiang in an effort to promote the development of water conservancy and environmental protection of Zhejiang Province alongside the construction of Changjiang Economic Zone.
