浅议两部制水价的实施条件及运用

随着水价改革的深入,两部制水价制度逐步完善,运用更加广泛并产生了积极效果。但是,由于对两部制水价的实施条件及运用效果认识不到位,影响了其进一步推广。对两部制水价的内涵、政策依据及理论基础作了简要介绍,重点论述了实施两部制水价制度的运用条件及效果。实行两部制水价制度后,可以提升水利资金的使用效率,促进建立供水生产成本、费用的均衡补偿渠道,提高供水管理能力,更好地发挥节约用水和优化配置水资源的作用。

Discussion on implementation condition and application effect of two-part water tariff

With the deepening of water tariff reformation, two-part water tariff system has been improved and its application is more extensive, producing a positive effect. However, insufficient understanding of its implementation condition and application effect affected the promotion of the water tariff system. In this paper, the connotation, policy basis and theoretical basis of two-part water tariff are introduced, and its implementation condition and application effect are also discussed emphatically. The im-plementation of two-part water tariff can improve the use efficiency of water conservancy funds, promote establishment of a bal-anced compensation system between water supply costs and charge fees, improve water supply management ability and give full play to the role of two-part water tariff in water conservation and optimal allocation of water resources.
