深圳“12·20”重大滑坡抢险中的技术管理

深圳"12·20"光明新区重大滑坡造成了重大人员和财产损失,引起社会广泛关注。武警水电部队作为应急救援队伍之一,从受灾程度、雨情测报和交通条件等出发,确定了救援工作的3阶段及相应主要任务,即定点搜救阶段、全面清运阶段、精准搜寻阶段。着重介绍了各阶段的工作重点、救援方法、设备选型、资源配置、渣场布置等。通过动态调整抢险方案、不断优化资源配置、做好安全管理工作等措施,圆满完成此次重大滑坡应急救援工作,为今后的灾害应急救援工作提供了新思路、新方法。

Technological management of emergency rescue of "12.20" major landslide in Shenzhen

The “12.20” major landslide in Shenzhen had caused great casualties and property loss, raising significant social concerns. As one of the rescue force, the Armed Police Hydropower Troops had determined three-staged rescue work according to disaster degree, precipitation forecast and transportation condition, and the main tasks in each stage was made clear, namely fix-point rescue, totally cleaning and the search for bodies of victims. The work focus, rescue method, equipment selection, resources arrangement and layout of slag disposal site in each stage were presented. Through the measures of dynamic adjustment of rescue solution, optimization of resources allocation, continuously perfecting safety management, the task of landslide rescue was fulfilled, which provided new ideas and methods for disaster rescue in future.
