| 摘 要： | C型发展模式要求在发展的过程中建立资源节约、环境友好型社会。绿色水利是C模式在水资源的开发和利用领域中的一种体现;节水型社会是以最少的水资源,创造更多价值和服务的社会,节水型社会的建设不同于一般意义上的节水,它是对生产关系的变革,是制度的建设。对于浙江省来说,未来的15 a将是节水型社会建设的关键时期,贯彻绿色水利的4个基本思想将会对浙江省节水型社会的建设起到很好的推动作用。

| Abstract: | The C development mode requires to set up economic resources and better environment society.The green water management is an embodiment in the application of thc C mode to the development and utilization of water resources.Water-saving society can create more value and service to society by minimizing water use.The construction of water-saving society is quite different from the water-saving in the common sense.It is the transformation of production relationship and thc construction of system also.The next 15 years in Zhejiang is a key phase to construct water-saving society.The 4 basic thoughts carried out will effectively promote the construction of the water-saving society in Zhejiang. |
