我国采煤沉陷区综合治理现状、存在问题及对策建议

摘    要:煤炭资源的开采为我国经济社会发展提供能源安全保障的同时,也在全国形成了大量的采煤沉陷区,严重威胁生态环境和人民群众生产生活安全。本文运用文献归纳法,收集相关法规政策、行业数据、论文资料等,系统梳理当前我国采煤沉陷区基本情况、治理工作进展和模式。分析了我国采取沉陷区综合治理存在的问题,包括治理政策不完善、监管缺位、治理资金严重缺乏、产业转型困难等。结合实际提出健全治理体系,探索创新治理模式,开展示范区推广等对策建议,为推进采煤沉陷区综合治理工作提供参考。

Abstract:The mining of coal resource have provided energy security guarantee for economic and social development of our country but many subsidence areas have been formed, which seriously threaten the ecological environment and people"s safety of production and life. This study collected relevant laws and policies, industry data and researches, and systematically sorted out the basic situation, progress and governance model in coal mining subsidence area by using the method of literature induction. This study analyzed the problems existing problems in the comprehensive governance of subsidence areas, including imperfect governance policy, lack of supervision, serious lack of governance fund, difficulties in industrial transformation and so on. Combined with the actual situation, the study put forward countermeasures and suggestions such as improving the system and mechanism, exploring innovative governance mode, and carrying out demonstration area promotion, so as to provide reference for promoting the comprehensive governance of coal mining subsidence area.
