| 摘 要： | 我国的基本医疗保障体系呈现城镇职工基本医疗保险、新型农村合作医疗和城镇居民基本医疗保险"三保分立"状态,这种制度框架既没有体现公平,也没有体现效率,更没有从根本上解决百姓"看病难、看病贵"问题,与人人都能公平地享有基本医疗保障的目标还有很大差距,必须对其进行整合,实现"三保合一"。然而,我国基本医疗保障制度的整合却步履维艰,进展十分缓慢,其根本原因在于部门利益的博弈和权属归争。
