| 摘 要： | 基本采用固定的管理方式的军用电磁频谱管理频谱利用率低,认知无线电是实现有效利用电磁频谱的关键技术,所以考虑将认知技术应用到电磁频谱管理中.介绍了认知无线电的基本概念及关键技术,分析了当前的电磁频谱管理的现状,发现其存在的局限性,进而提出基于认知无线电的军用电磁频谱管理的设想并给出了由此带来的优势.最后探讨了基于认知无线电的军事电磁频谱管理面临的技术难题.
