| 摘 要： | 工程变更与索赔,是在工程实施阶段的风险管理工作中的重要内容.业主和承包商在招标阶段就应考虑可能存在的工程变更风险,并应采取相应的措施来避免或减少变更发生,使工程造价和工期得到有效预控.
