| 摘 要： | 西部大开发，人才是关键。人才的培养、引进和使用是实施人才战略的重要内容，也是人才队伍建设的主要环节。采取培养与引进相结合的办法，高级人才以引进为主，普通人才以培养为主；合理使用现有人才，用事业、用环境留住人才。

| Abstract: | Qualified personnel are the crux of the western development. It is the main contents and key links to carry out the strategy for talents-training, introduction and utilization. Through the combination of introduction with training by means of introducing high-level specialists and training local people for professions, the goal to make reasonable use of the present talents and make them an enjoyable, attracting and promising job environment can be achieved. |
