| 摘 要： | 政府投资项目集中管理模式目前所面临的主要问题是如何进一步提高集中管理机构的管理效率,对集中管理模式进行制度创新是解决以上问题的重要手段。通过分析政府投资项目集中管理模式的治理结构以及不同治理层面上的交易成本,确定针对工程承包层面的交易成本降低措施,并以集中管理模式在实施过程中出现的不同层次界面问题作为制度创新的可行切入点。研究结果表明,对政府投资项目集中管理模式进行制度创新应从以集中管理机构为核心的代建项目契约组织,以及集中管理机构内部两个层次分别予以考虑,具体的制度创新途径与前述交易成本的降低措施之间存在着较高的相关性。以上研究为政府投资项目集中管理模式进行制度创新提供了理论依据,将有助于该模式制度创新的进一步深入进行。
