干旱区内陆河流域取水总量控制风险分析方法

摘    要:根据干旱区内陆河流域取水总量控制系统特点及其风险产生机理,给出了干旱区内陆河流域取水总量控制风险定义,从致险性、脆弱性和承险性三方面分析了干旱区内陆河流域取水总量控制风险构成框架,建立了相应的风险评价指标体系,引入综合风险指数表征干旱区内陆河流域取水总量控制风险,据此将风险分为5个等级,并以黑河中游为例验证了该方法的有效性、可行性,结果与实际相吻合。

Abstract:Based on the characteristics and risks mechanism of total water intaking control system of inland river basin in arid zone, the risk is defined. Risk framework is analyzed from the aspects of risk, vulnerability and the ability to withstand risk. And it establishes the risk assessment index system of the total water intaking control system of inland river basin in arid zone. Integrated risk index divided into five levels are introduced to characterize the risk of total water intaking control. Finally, the middle reaches of the Heihe River is taken as the case study to verify the effectiveness and feasibility of the method. The result is consistent with the actual.
