长江分蓄洪区建设与管理政策法规初步研究

长江分蓄洪区工程与堤防工程和干支流水库工程共同组成了长江流域防洪工程体系。已建的分蓄洪工程在战胜 195 4年等流域性特大洪水中发挥了巨大作用。然而 ,由于长期以来疏于对分蓄洪区的管理 ,使分蓄洪区的运用变得十分困难。有些分蓄洪区的工程建设尚未达到规划设计要求。在总结分析分蓄洪区建设与管理存在的主要问题的基础上 ,对分蓄洪区建设与管理的有关问题如分蓄洪区工程建设资金渠道、土地合理利用、安全设施建设、人口控制、运用审批程序以及运用补偿等作了探讨。

On policy and regulation about construction and management of flood diversion and storage areas in the Yangtze basin

The system of flood control works in the Yangtze basin is comprised of flood diversion and storage works,flood dikes and reservoirs on the main stem and its tributaries.The completed flood diversion and storage works played great roles in fighting against basin-wide extraordinary floods such as the one in 1954.However since the management of flood diversion and storage areas has been ignored for a long time,the application of these flood diversion and storage areas becomes quite difficult.The engineering construction for some flood diversion and storage areas has not met the planning and design requirements.Based on the summarization and analysis of main problems arising in the construction and management of the flood diversion and storage areas,some related problems,such as fund channels of the engineering construction,proper use of land,safety facility construction,population control,examination and appoval procedure and compensation for flood diversion and storage area operation,etc.,are discussed.
