阐述可持续发展的要求和水资源的可持续利用问题 .以土耳其GAP地区的水与发展为例 ,并以我国长江流域为对象 ,探讨中国的水利发展总战略 .认为水资源可持续利用的目的在于支持经济社会的可持续发展 .经济、社会的发展是需水 (包括水量、水质 ,有时还需栖息地质量 )方 ,如何由水工程或其他措施供水是供水方 ,两者必须多次反馈、协调、统一才能做出一个优化的决策 .

General strategy for water conservancy development in China: Sustainable development of national economy of China based on sustainable utilization of water resources

Described are the requirements of sustainable development and problems in sustainable utilization of water resources. With water resources and development of the GAP region of Turkey as an example and the Yangtze River Basin of China as an object for study, the general strategy for water conservancy development in China is discussed. It is concluded that the aim of sustainable utilization of water resources is to support the sustainable development of social economy, that the economic and social development belongs to the water demand side, and hydro projects and other effective measures for water supply belong to the water supply side, and that an optimal decision can be made only based on many times of feedback, coordination, and unification.
