新时代我国矿产资源安全的总体态势

矿产资源是国家经济和社会发展的物质基础,矿产资源安全是新时代国家安全体系中重要的非传统安全领域,因此必须谨防战略性、颠覆性错误。本文从我国历史发展和现实国情出发,梳理了我国自然资源安全观的三个发展阶段及其时代特色,指出当前我国矿产资源安全形势趋于复杂严峻,国内重要矿产资源产业链、供应链仍面临核心技术受限和结构性短缺等问题,国际矿产资源权益受贸易保护主义影响和霸权主义遏制。根据世界各国矿产资源安全战略措施和实践经验,提出我国应以科技自立自强为支撑,实施产业链、供应链双链协同驱动的矿产资源安全战略,从加强国内地质找矿力度、构建矿产资源循环经济产业链、完善国家战略矿产资源储备体系、拓展国际矿产资源市场、重视矿产资源安全监测预警等五个方面防范抵御我国矿产资源安全风险。

Grasping the Overall Trend of China

Mineral resources are the material basis of national economic and social development. Mineral resources security is an important non-traditional security field in the new era national security system. The disruptive strategic errors of mineral resources security must be guarded against. From historical and realistic national conditions of China, this paper has sorted out the three development stages of resource security in China and its distinct era characteristic. The analysis shows that the current situation of our country mineral resource security is becoming more complex and severe, which is mainly manifested in two aspects: the domestic important resources industry chain and supply chain still face the problem of key technology being controlled by other countries and the structural shortage of key mineral resources, and the international mineral resources rights and interests are restrained by the trade protectionism and hegemonism strategy. Based on the comparative study of the strategic measures and practical experiences of other countries in the world, this paper puts forward the resource security strategy which is supported by scientific and technological independence and self-improvement, and is driven by the double chain cooperation of industrial chain and supply chain. To prevent and resist mineral resources security risks from five aspects, such as strengthening domestic geological prospecting, constructing resource circular economy industrial chain, perfecting national strategic resource reserve system, expanding international resource interests and paying attention to resource safety monitoring and early warning.
