基于社会视角的PPP高速公路收费价格及期限研究

PPP模式可以有效地缓解政府投资基础设施建设的财政压力,促进区域经济发展和社会进步,目前已成为我国政府提供高速公路等基础设施的重要模式之一。然而,在PPP高速公路项目实施过程中存在的社会不利影响和社会可接受性问题,如收费价格与收费期限设定的不合理、缺乏公众参与、经营权转让程序不规范等,使得目前国内一些PPP高速公路未达到预期的效果,遭到很大的质疑。文章针对调研中反映出的关键社会影响因素,即收费价格、收费期限和政府表现因素,进行详细分析并提出改进建议。

The Study of PPP Expressway toll Price and Duration Based on the Social Perspective

With the ability to alleviate government＇s fiscal pressure in infrastructure development and promote regional economy development and social progress,Public-Private Partnership（PPP） is identified by the government as an important tool for financing major infrastructures like highway in China.However,some negative social impacts and social acceptability issues currently exist in some real PPP highway projects,such as the non-reasonable tariff scheme and concession duration,lack of public participation;nonstandard transferring procedures of concession right,which leads to the unsuccessful outputs in the PPP implementations.Tariff scheme,concession duration and Government performance,which were considered as key factors in the expert interviews,were discussed in detail and relative recommendations for improvement were then provided.
