摘    要:通过对多年来防汛指挥系统应用设计过程中经验和教训的总结,提出了消息控制的事件驱动防汛指挥系统设计新理念,即以防汛工作中需要处理的防汛事件为主线,通过消息控制来组织和管理防汛应急处置过程中涉及的数据以及各种分析模型。本文以北京市防汛应急管理平台应用设计为案例,与常规的功能驱动应用设计模式进行了比较研究。实践证明,这种设计思路完成的防汛指挥系统,可提高对防汛决策事件的分析处理能力和效率,可供我国防汛指挥系统建设参考。

Abstract:Through the summarization on the experiences and lessons from the application design of the flood control command system for many years,a new concept for the design of the massage control-based event-driven flood control command system is put forward herein,i.e. taking the flood emergency events those necessary to be dealt with in flood control as the main line,the related data and all kinds of analysis models during the flood emergency disposal are organized and managed through the message control. Taking the application design of Beijing flood control emergency management platform as the study case,a comparative study is made on the conventional function-driven application design modes. The practice shows that the flood control command system completed by this design concept can enhance both the capacity and efficiency of the analysis and disposal of the event for the flood control decision support,and then can provide a reference for the construction of the flood control command system in China.
