| 摘 要： | "正规划"与"反规划"之间的矛盾是相对的,是可以通过积极的规划手段来解决的,关键是做到以"反规划"的手法分析规划用地内完整的生态环境脉络及其薄弱环节,用"正规划"的手法对薄弱环节进行改进;利用"反规划"的成果进行合理选址;用生态化的工程措施来解决项目建设带来的环境问题;注意本项目与周围生态设施的融合性.

| Abstract: | The solution to contradiction between planning and counter-planning is to analyze general ecological environment and its weakness by the latter and nonetheless to improve them by the former. Counter-planning measures can be used for choosing project site. Ecologically engineering measures shall be taken to solve negative influence of projects. |
