| 摘 要： | 目前在招投标活动中,业主单位常采取一系列手段保护自身利益,违规操作,明招暗定,搞虚假招标。投标单位为了竞争取胜,也采取了一些违规行为,扰乱建筑市场秩序。有些地方监督部门不严格监督招投标各方的行为。文章分析问题产生的原因及带来的危害性,提出了相应的对策,力求引起社会各界的高度重视,不断改进和完善我国招投标管理制度。

| Abstract: | In current bidding and tendering activities,the owners take some unfair means to protect their own interest,and the tenders’behavior is out of line.This seriously disordered the construction market.This paper analyzed the causes and harm of these poblems and put forward the relative countermeasures,in order to attract the regards of the related departments and to improve the management system of bidding and tendering in China. |
