| 摘 要： | 工程造价的有效控制是工程建设管理的重要组成部分，所谓工程造价控制就是在投资决策阶段、设计阶段、建设实施阶段，把工程造价的发生控制在批准的造价限额以内，随时纠正发生的偏差以保证工程造价估算(含投资估算、设计概算、设计预算)这个管理目标的实现，以求在各个建设项目中合理使用人力、物力、财力，取得最大的投资效益。
