汶川大地震后天然气调度应急思考

2008年5月12日，四川省发生里氏8.0级大地震，作为西南地区天然气调度管理中心，中国石油西南油气田公司输气管理处天然气调度在地震发生后面临用户管线泄漏和爆炸、干线管网憋压、设施损坏、通讯不畅等四大应急考验。通过采取气源、用户、管线等多种措施并举，科学调配，成功解除了管网憋压危险；及时组织应急巡检队对管网震后受灾以及地震诱发次生地质灾害危及管网情况进行详细排查，及时处置安全隐患；沉着应对外部通讯中断，确保调度渠道畅通。对天然气调度应急进行了深入的思考，提出加快地下储气库建设步伐，进一步完善应急体系，建立管网周边环境数据库，加强管道抢险维修中心建设，全面提高抢险能力等建议。

SOME IDEAS ON HOW TO TAKE EFFECTIVE MEASURES IN NATURAL GAS DISTRIBUTION MANAGEMENT AFTER THE SERIOUS EARTHQUAKE OCCURRED IN WENCHUAN

On May 12 of 2008，a destructive 8.0 magnitude earthquake occurred in Wenchuan county of Sichuan Province. As the center of natural gas distribution management in the whole southwestern China，the Gas Transmission Management Department of PetroChina Southwest Oil &; Gasfield Company has to face up with many challenges due to this sudden disaster like the leakage and explosion accidents，the pressure built up in the trunk pipeline， facilities damaged，communication disconnected. After taking many different kinds of measures，this company has solved various problems in this earthquake. Potential risks by the pressure built up in the pipeline were relieved in success；a routing inspectors were organized to examine carefully along each pipeline and report in time how and what damage was or will be there resulted from this disaster and even from secondary geological calamity，and based on the report some prompt actions have been taken accordingly；imperturbable command was ensured in many ways even under the pressure of disconnected exterior communication. After deep thought on how to take effective measures in natural gas distribution management after the serious earthquake occurred in Wenchuan，this paper put forward some suggestions including a. underground gas storage tanks should be built up as soon as possible； b. a perfect project of dealing with an emergency should be completed；c. a data base should be set up in the periphery of gas grid；d. a maintenance center for emergency should be constructed to improve the ability of rushing to deal with an emergency.
