| 民用爆炸物品安全管理发展及存在问题的对策 |

| 摘 要： | 我国民爆物品行政主管部门和涉爆从业单位安全监管存在漏洞引起的安全事故和涉爆违法犯罪时有发生,严重影响了社会治安稳定和公共安全,给人民群众生命财产造成了巨大损失。为此,国家出台了相应的法律法规、标准规范,以规范民爆物品的安全管理。但民用爆炸物品安全管理还是存在诸多问题,要切实解决涉爆违法犯罪行为,必须针对民爆物品安全管理各环节采取切实有效的措施。通过回顾整个民用爆炸物品安全管理发展历程,分析存在的问题,并针对存在的问题提出了对策措施。

| Abstract: | Because of flaws in safety supervision of administrative departments in charge of civil explosive material and the units involved blasting and explosives in China,blasting safety accidents and explosion-related crime still occur,which seriously influences social stability and public safety and causes huge losses of life and property.For this reason,our government continuously published corresponding laws,regulations and standard specifications to standard safety management of civil explosive material.Though there are still many problems.In order to prevent explosion-related crime,practical and effective measures of all aspects of the safety management of civil explosive material must be taken.By reviewing development course of the safety management of civil explosive material,the existing problems were analyzed and the countermeasures were put forward. |
