| 摘 要： | 经国家发展与改革委员会批准，2003年对江苏如东和广东惠来两个风电场项目进行了特许经营权招标。风电特许经营权招标是我国电力体制改革厂网分离后风电发展的一项新尝试，通过这种形式，引入了新型融资模式和投资者竞争机制，吸引了国内外有实力的投资者，降低工程成本，提高风电场建设经营管理水平，从而达到有效降低风电上网电价的目的。

| Abstract: | On the approval of the State Development and Reform Commission, the in ternational bidding for the concession of two wind power projects, located in Ru dong County, Jiangsu Province and Huilai County, Guangdong Province respectively , were invited in 2003. The operation concession bidding of wind power is a new try of the wind power development after the reform of power system in China. Suc h mechanism introduces new financing system and strong competition of investors at home and abroad to reduce project cost, enhance the construction, operation a nd management level and effectively lower the price of wind power. |
