水库移民基底调查方法研究

水库移民社会经济基底调查一般都要经历确定调查对象、调查方法设计、调查实施和分析总结等阶段。调查方法主要有报表法、直接观察、采访法、问卷调查等。移民家庭收入和支出是基底调查指标体系中最重要的指标,常规一次性的问卷调查或自填表等方法得不到准确度很高的基底值。在对各种调查方法的特点和适用范围进行分析的基础上,建议在基底调查前一年开展家庭收入和支出调查工作,采取对样本户培训、统一发放表格、定期回收统计资料等措施获得较真实的基底值,为提高监测评估的质量奠定基础。
