Planning for Urban New Areas in Chongqing

New urban areas are an important planning vehicle for improving urban functions.This paper focuses on the opportunities and challenges facing new urban areas in terms of setting planning objectives,development concepts,planning methods,and management models.It analyzes the characteristics and priorities of new area planning and demonstrates the conceptual innovation and practical explorations pioneered by Chongqing.The paper concludes that the key to achieving improvement and transformation of new urban areas is to use new areas as an opportunity to fulfillment a wide array of urban functions.The task can only be accomplished by adopting dynamic implementation mechanism of immediate and long-term plans.
