城乡统筹背景下的农村社区化改革探索解析

诸城市在城乡统筹发展的背景下开创性地推动了农村地区的社区化改革进程，从组织层面上取消了行政村，代之以5~6个临近的行政村组成一个农村社区，并在社区层面强化了政府的财政支持、基本公共服务配置等若干方面，取得了明显成效。但也出现了社区化改造受到历史和制度因素制约、社区化建设高度依赖财力支撑、社区化改造制约了包括人口等发展资源向城镇地区流动，以及导致亦农亦城现象等问题。

Explorations on Community-Based Reform in Rural Areas in the Context of Urban-Rural Integration

In the context of urban-rural integration, the process of community-based reformin the rural area is promoted innovatively in Zhucheng. Administrative villages convertedfrom the organizational level to rural communities including five to six neighboringadministrative villages. This reform gained obvious achievements for the rural areas interms of getting more government finances and basic public services facility, etc.However,Zhucheng also had to face new problems such as being restr icted by histor ical andinstitutional factors, the community construction highly dependent on financial support,community reform restricting the development resources including population flow to urbanareas, and also the phenomenon of mixed urban-rural condition.
