| 摘 要： | 建立了C4ISR通信网络系统效能评估指标体系,提出了量化方法,采用层次分析（AHP）法和Delphi法确定权重系数,并利用灰色方法计算综合评估值,从而建立一种综合灰色系统理论和AHP法二者优点的灰色层次评估模型,最后通过实例计算表明模型的实用性。

| Abstract: | This paper establishes the evaluation index system of C4ISR communication network system,puts forward the quantification method,adopts the analytical hierarchy process（AHP） method and Delphi method to confirm the weight coefficient,and uses the gray method to calculate the integrated evaluation value,thereby establishes a kind of gray hierarchy evaluation model integrating the merits of both the gray system theory and AHP method,finally validates the practicability through a practical example calculation. |
