发展公共住房除满足特定居民必要的居所需求外,更需要考虑如何实现公共住房在城市空间中的合理安排和满足特定居民合理居住空间的需求,这既是对城市决策者和规划部门的考验,也对完善城市公共住房机制提出了要求.作为城市国家,新加坡自1960年代中期开始开展的公共住房和新镇建设已持续了40余年,它在城市中以何种空间形态来组织、分布以及形成是考察的重点,并力图从不同视角和层面展开分析,借助地理信息系统工具提供多样化的表达.最终得出结论,各方面因素的综合作用决定了新加坡公共住房既大范围实现了国民基本住房保障,也让绝大部分居民能找到适合的空间位置.

Spatial Structure and Distribution of Massive Public Housing Schemes in Singapore

Providing affordable shelters to urban households is a basic goal of the government.Good location of public housing estates is another objective of public housing development.This advanced goal, however, relies on a conductive urban spatial structure, effective urban planning and efficient urban management.Singa-pore's "housing a nation" model is regarded a great success, though unique as the country is a city-state.This paper focuses on the large-scale public housing schemes and new town development in Singapore since the middle of 1960s, as well as the urban spatial structure and location of housing estates.Multi-level and multi-angle analyses are engaged and geographical information system is employed as a tool for the analyses.In conclusion, many factors have accounted for the Singapore's success in housing a nation at convenient and accessible location.
