| 摘 要： | 西部山地城市普遍存在“大填大挖”的土地开发整治模式,弊端很多,应采取城市土地“内敛整治,外放保育”模式,在执行该模式时,应加强土地整治前规划与设计的主动性和能动性,重视对生态环境的改造与补偿。

| Abstract: | There ubiquitously exists the pattern of filling and digging in land development and rennovation in mountainous cities in the westernregion of China with many shortcomings. Thus the pattern of "Restraining from Renovation from Inside and Encouraging Preservation fromOutside" should be adopted for land development and rennovation in cities. When implementing the pattern, it is necessary to strengthen theinitiative in the planning and design before the land improvement and to attach importance to the improvement of and compensation for theecological environment. |
