| 摘 要： | 郑平洛区域水量应急调度研究,是为应对郑平洛地区严重干旱缺水、遭遇突发性水污染事件以及发生其他特殊情况下需要启动水量应急调度的状况时,将隶属于不同流域、不同行政区域范围内的水资源临时调入需求区,旨在保障人民生活、生产、生态用水安全,有着重要的社会意义和现实意义.本文探讨了郑平洛区域水量应急调度的有利条件、应急调度机制模式、应急调度预案等,可为有关部门科学快策提供技术支撑.

| Abstract: | The study aims for securing water needs of people for domestic, industrial and ecological use through diverting water from other river basins or water source under the jurisdiction of different water administrative region, in order to encounter increasing drought in the Zhengpingluo Region and initiate emergency water supply in case of water pollution accident or other similar circumstances. Favorable conditions for emergency water supply and working model and plan are presented in the study result that can be used as technical support for decision makers. |
