治理PM2.5污染需要采取综合措施

我国PM2.5污染形势严峻,空气中可吸入颗粒物（PM10和PM2.5）已成为许多城市的首要空气污染物。监测结果显示,全国74个大中城市部分点位的PM2.5小时最大值达到900μg/m3,超过空气质量良级标准日均值10倍以上。当前PM2.5的主要成分是重金属和多环芳烃类有害物,会严重影响人体健康。针对造成PM2.5污染的主要原因,应该多措并举,被动适应与主动治理相结合,治标与治本相结合。工业减排、汽车减排与建筑减排相结合,使用更多的清洁能源;多种污染物治理相结合,推广除尘、脱硫、脱硝、脱汞一体化综合治理技术,实施二氧化硫、氮氧化物、颗粒物、挥发性有机物等多污染物协同减排;地区之间相结合,加强联防联控机制,实施区域污染源统一监管;政府与社会相结合,单位与个人相结合,充分发挥企业、社团、个人等社会力量的作用,综合应对和治理PM2.5。

Combating PM2.5 Pollution Requires Multipronged Approach

China is facing a significant challenge posed by PM2.5 pollution.Inhalable particles in the air（PM10 and PM2.5） are now the major air pollutants for many cities in China.Monitoring results show that the peak PM2.5 value per hour at some locations in 74 large and medium-sized cities reached 900μg/m3,more than 10 times the daily average of the standard for ＂good air quality＂.The main contents of PM2.5 are heavy metals and polyaromatic hydrocarbon hazards,which is highly harmful to human health.Based on the main factors causing PM2.5 pollution,multipronged approach should be adopted by combing passive adaptation and active treatment in order to find both temporary and permanent solutions.Other suitable measures include re ducing emissions for industrial facilities,vehicles and buildings,using more clean-burning energy,combining the treatment of various pollutants,promoting the use of dedusting,desulfurization,denitrification and demercuration integrated technology,coordinating and harmonizing the efforts to reduce emissions of sulfur dioxide,nitrogen oxide,particulate matters and volatile organic compounds,and establishing partnership between regions to strengthen joint defense and control and to unify the monitoring and control of regional polluting sources.In addition,the government should work together with the public and entities should work together with individuals to give full play to synergy between various parties in combating PM2.5 pollution.
