摘    要:"人才是最重要的资本"已成为国际经济活动中新的价值观念。许多国家和地区都把开发人才,引进人才和合理使用人才列入长远规划,并把它作为重要的战略措施。四川省作为西部的人口大省,加快人才资源开发,加大人才资源开发投入,提高人口素质,最大限度地发挥人才作用,对促进四川省经济社会发展有着非常重要的现实意义。

On the Mechanism of Human Resources Development in Sichuan

Abstract:The concept that human resources are the most valuable assets is now a widespread belief in international economic activities.A number of states and areas include in their long-term programs and strategic measures the development,acquisition and management of professionals in great demand.As a province with a large population in Western China,Sichuan is making great efforts to boost the development of human resources by increasing the investment into human resource development,improving the educational levels of the population and bringing the potential of the professionals into full play,which plays a vital and realistic role in the economic and social advance of the province.
