| 摘 要： | 政府的公共政策是政府意志的体现,是影响城市发展最重要的因素,也是保证城市规划实施最有效的手段.为确保近期建设规划的顺利实施,应将近期建设规划纳入城市公共政策,使其成为政府各部门的统一行动纲领.

| Abstract: | The public pollcy of the govemment is the embodiment of the will of the govermnent.It is the most important factor theat affecats the urban development and the most effective measure to guarantee the implementation of the urban planning.To ensure the smooth implementation of the immediate plan,it is necessary to include the immediate plan in the urban public policy so as to make it a unifled action plan for all govemmental departments. |
