南京高新区转型发展的问题及对策研究

摘    要:随着经济全球化步伐的不断加快和我国改革开放的进一步深化,国家高新区赖以快速发展的特殊优势将不断削弱,同时,各级各类开发区间的竞争却日趋激烈,在外在压力和内在动力的双重作用下,国家高新区如何发挥优势、避免劣势,确立新时期的新定位,是国家高新区面临的重大课题。本文以南京高新区为例,从空间不优、保障不佳、产业不强说明其发展存在的逆势。分析认为产生这些问题的深层原因是高新区产学研功能的断裂、内在功能配置的断裂、高新区与行政区功能上的断裂。提出了从产业发展、空间整合、管理体制等方面全方位的进行创新和转型,建设创新型高科技园区的发展思路。

Abstract:With the accelerating pace of economic globalization and further deepening of opening up reform in China, Chinese High-tech zone’s original advantage of leading rapid development continuously is becoming weak while competitions among various develop zones turn to be more and more intense. Under the dual effects of external pressure and in internal motivation,major problems for Chinese high-tech zones’development are raised: how to maximize favorable factors and minimize unfavorable ones to propose the new strategy in new the phase. This essay uses Nanjing High-tech zones as an example to describe the disadvantage in development from three points: inferior space, inefficient security system and low production.It analyzes these pheromones in this essay and concludes the root causes are incomplete industry-academia-Research function, improper internal functional configuration and discrepancy of function between high-tech zone and administrative district. Based on the above analysis, it proposes the development strategy of building new style high-tech zone with innovation and transformation on industry development, spatial integration and management system.
