摘    要:我国西北地区具有土地辽阔、矿产资源丰富、气候干旱、水资源贫乏、生态环境恶劣、水资源利用不合理、流域用水失衡、以干旱为主的自然灾害严重的特点。必须认识到人水和谐是建设西北和谐社会、实施科学发展观的关键。要以水为中心促进社会发展和进行生态环境治理,科学开发利用水资源,建立人水和谐的新西北。尤其要加强水资源的统一管理,强化节约用水,加强和提高社会用水的保证程度,建立安全健康的河流。

Abstract:In consideration of the characteristics of Northwest China,such as vast land,abundant mineral resources,drought weather,water resources deficiency,poor ecological environment,unreasonable and unbalanced utilization of water resources in the river basin,and serious natural disasters mainly caused by drought,it is considered that the human-water harmony is the key to the construction of a harmonious society and implementation of the scientific view on development.The water resources should be taken as the center in social development and ecological environmental regulation,and the scientific development and utilization of water resources should be emphasized for establishment of a human-water harmonious society in Northwest China.Finally,some measures that should be taken at present were put forward,such as strengthening the unified management of water resources,enhancing the awareness of water saving,improving the guarantee degree of water use,and establishing safe and healthy rivers.
