重庆市主城区垃圾分类收集存在的问题及对策

实行垃圾分类回收可以节约资源,节省土地,节约资金,减少环境污染。目前重庆市绝大部分垃圾未实行系统的分类回收,少部分街道进行了垃圾分类回收的试点,由于教育、宣传不到位,试点选择不恰当,配套工作未跟上,以及不合理的体制,效果不理想。实行垃圾分类回收应该从以下几方面入手:建立管理机构,制定垃圾分类回收的政策、规章制度;改革管理体制,转变运行机制;垃圾分类回收试点;采取多种途径宣传、教育市民,提高市民的环境意识;设计实用、美观的垃圾收集容器;设计合理的垃圾分类类别;实行垃圾分类处理。

Problems Existing in Classified Garbage Collection in Main Urban Area of Chongqing and Countermeasures

The implementation of classified garbage collection can save resources and land, cut down cost and reduce environmental pollution. At present, most garbage in the main urban area of Chongqing is not collected by classification and only a few streets and communities exercises classified garbage collection, this is because the education, publicity and accessory work are not in place, the experimental spots are selected improperly, the management system is not rational and the results are not good. The classified garbage collection should by implemented from following seven aspects: (1) setting up management institution and drawing up policies of classified garbage collection and reuse; (2) reforming the management system and changing operation mechanism; (3) carrying out classified garbage collection in the selected places; (4) publicizing and educating the urban residents by different ways and raising their environmental awareness; (5) designing practical, simple and beautiful garbage container; (6) designing rational classification of garbage; and (7) treating garbage by classification.
