| 摘 要： | 文中对民用爆破器材市场的制度形成和演变进行了辨析性探讨。认为国务院新颁布的《民用爆炸物品安全管理条例》对民爆市场的制度安排作了重大调整,提出了制度的变化必将导致观念的变化、行为的变化,进而促进生产力发展的观点。

| Abstract: | The paper analytically discusses the establishment and evolvement of the system for industrial explosive material market.It is believed that the arrangement of the system is greatly adjusted in the Safety management ordinance for industrial explosives recently promulgated by the State Department. Besides,it puts forward that the change of system will lead to the change in concepts and behavior,which consequently promote the productivity. |
