水利水电工程评标模糊模型研究

摘    要:针对我国现行招评标方法存在的问题,提出了既与国际惯例相符,又符合我国国情的水利水电工程招标评标指标体系,并建立相应的评标模糊评判矩阵,利用层次分析法将定性和模糊的因素进行量化,从而科学、全面、综合地反映承包商的实际情况,保证最优者中标。

Abstract:According to the problems of actual methods of Bid Evaluation in China,index system of bidding evaluation of hydraulic and hydro-power engineering was put forward,which was in line with the international common practice,as well as conforms to our national conditions.And fuzzy comprehensive evaluation matrix was founded.The qualitative and vague factors quantified making use of analytic hierarchy process. Thus,this method can reflect the truths of contractors scientifically,assure the best winning a bid.
