| 摘 要： | 针对当前实际情况和城市油库的特点，阐述做好安全管理必须夯实各项基础：一是要提高员工的能力素质，把握安全管理的主动权；二是加强基础设施建设，夯实安全管理的物质基础；三是严格落实规章制度，规范安全管理的运行机制；四是依靠科学技术创新，构筑安全管理的科技平台。
