| 摘 要： | 工程建设监理的一项重要内容是风险管理,但监理行为自身同样面临着很多风险.本文通过访谈和问卷调查,识别并研究了监理单位面临的主要风险事件及其相应的防范措施.调查和分析结果表明监理单位面临的最为关键的风险因素是建设单位不按建设程序操作,重大工程出现质量安全事故,以及政府部门的管理和处罚;而敦促建设单位按规定建设程序办事,强化"强制性条文"的执行工作,以及加强质量、安全的预控工作是最为有效的风险控制措施.

| Abstract: | An important component of construction consultancy is risk management. However, risk inherent in consultancy itself is usually ignored although it may lead to serious results. This paper aims to investigate risk of construction consultancy and propose effective mitigation measures by surveying professional engineers employed by construction consultants. The results show that the most significant risk factors faced by consultants are unregulated behavior of the owner, accidents related to safety and quality and the punishment by government authorities. On the other hand, urging the owner to comply with laws, supervising the relevant players to observe the construction regulations and rules, and pre-controlling quality and safety problems are the most effective mitigation measures. |
