我国矿产资源开发收益分配实践与改革建议

按照我国现行的矿产资源法律法规,矿产资源开发收益分配存在着明显的制度不足:资源所在地的地方政府收益比例偏低,当地人民很难从矿产开发中受益,并且还要承受环境和生态损害代价.因此,必须完善矿产资源开发收益分配制度,提高地方收益分配比例,明显地方分成重点向资源原产地县、乡倾斜,促进资源开发地区可持续发展;完善收益支出结构,明显中央和地方所得收益使用的原则和重点.

The practice and reform suggestions for the profit distribution of China's mineral development

This paper argues that according to the current laws and regulations of China, the profit distribution of mineral resources development has obvious shortcomings: profit distribution ratio for local government is unreasonable low, local people can hardly get profit and have to undertake environmental and ecological damage. It points out that the rules and must be improved in two areas, one is to raise the profit ratio for local government, and one is to improve the expenditure structure of the profit.
