济南市政府投资建设项目管理方式研究

为适应经济发展需要，有效提高我国政府项目管理效率，在国务院关于投资体制改革的要求下，国内政府项目的投资管理模式不断试行新的方式方法，代建制逐渐成为主流的管理方式，并被一些地方政府借鉴。论文基于对国内一些代表性城市代建制模式的分析比较，得出不同模式的特点及不足，并通过对济南市政府投资建设项目管理的研究，总结济南模式的相关经验，并提出一些建议，为政府项目的管理模式改革提供借鉴。

Research on Management of Government Investment Construction Projects in Jinan

In order to meet economic development needs,improve the management efficiency of government projects, under the demand of the State Council about the Reform of Investment System, governments continue to try new ways and means on investment management mode of government projects, the agent construction system has gradually become the mainstream way of management and is learnt and referenced by some local governments. Based on the analysis and comparison of the agent construction system of representative citis,drew the cheracteristisc and deficiencies of the fifferent modes,through the research of management of the government investment construction projects of Jinan,summed up relevant experience of the Jinan Mode and made some suggestions,provide a reference for the management mode reform of government projects.
